Commonly referred to as an "Opium Scale" it could have been used for that. The Chinese migrated to America beginning in 1850 during the Gold Rush and with them they brought this type scale. 1890's Policeman nightstick. Measures 22" long. May be made of Mahogany. Has metal plate with serial number stamped in it. I found one pictured in "Old West Antiques & Collectibles" on page 183 that is almost identical. Because of all the turning work done to the handle this may have been a "Presentation" nightstick.
